The purpose of the Present Special Plan for Internal Reform 39 and Delimitation of the EU N 7.9 “Narciso Monturiol” is to establish a joint management within the scope of PERI nº 39 “Narciso Monturiol”.
The scope of PERI 39, as already mentioned, has Management Guidelines that have determined the proposed management that in turn has been based on the following objectives:
Complete the residential building block delimited by Avda. De Francia, Rosa Chacel and Narciso Monturiol streets with a symmetrical arrangement to that existing in EU N 7.8 “Fueros” and in EU N 7.7 «AVENIDA DE BURGOS 72-78”
Modify the beginning of Avda. De Francia as an extension of the new layout of Calle Fueros planned by the PGM of Logroño.
Creation of new free spaces for expansion and recreation that improve the connection through pedestrian routes or tourist cycle with the Holland Street park. The first planned free space is located on Calle Narciso Monturiol as an extension of Calle Esteban de Ágreda. The second free space is located on the corner between the streets of Valdegastea and Avda. De Francia and allows creating a sequence of free spaces up to the Plaza del Fuero de Logroño.
The new proposed arrangement consists of 3 blocks with a square plan of dimensions 22 × 22 meters separated by a distance of 14.88 meters. The dimension of the building floors coincides with that of the Valdegastea sector planning as well as the front of the plot for residential use. From the management model of the aforementioned sector, the setback of 5 meters of the building with respect to the boundaries of the plot is also incorporated into the PERI management, except in the alignment with Avda. De Francia, where both are coincident.
